Wildfire Evacuation Exposes Weakness in Tierra Verde's Emergency Network

The fire began on the afternoon of July 18 in the western highlands near the town of Iguazú, in a patch of mixed forest that straddles a protected conservation area and private timber holdings. By evening, the flames had spread across nearly two thousand hectares. The regional emergency authority issued an evacuation order for Iguazú and two smaller settlements—Moconá and San Ignacio—at 22:30 that night, giving residents roughly four hours to leave before the fire reached the first houses. No deaths were reported, but the evacuation was chaotic, with some families leaving by foot along mountain roads when traffic on the main highway became impassable.

The fire burned for five days before heavy rain on July 23 brought it under control. By then, more than eight hundred families had been displaced, and the three towns were largely emptied. The evacuation itself succeeded in preventing casualties, but the speed and confusion of the departure left questions about whether earlier warning might have been possible and whether the response was as coordinated as it should have been.

In the days after the evacuation order, tensions emerged between regional and federal authorities over who had failed to act sooner. The Tierra Verde regional emergency office said it had alerted the Federal Interior Ministry to the fire risk three days before the evacuation, citing unusually dry conditions in the highlands and a backlog of tree-clearing in the conservation area. Federal Interior Minister Tomás Vidal said in a statement that the regional office had not formally requested federal aerial firefighting support until the evening of the evacuation itself.
