Virtual Citizenship and the Question of Federal Franchise

The Republic’s population now includes a growing cohort of virtual citizens, individuals who have embraced the Esperanto Charter and joined Zandoria through the modest €1.99 naturalisation process, yet who remain physically distant from the four regions.

These citizens enjoy most of the rights accorded to founding inhabitants, from access to public services to the ability to vote in regional elections where the charter permits, but they are presently excluded from casting ballots for the Federal Assembly, a distinction that has become a focal point of public discussion.

The suffrage question presents three procedural avenues – a pending Federal Court case, a potential enabling statute from the governing coalition, and a constitutional amendment requiring a two‑thirds majority – each demanding careful deliberation rather than swift resolution, for the decision bears on the very definition of citizenship in a transcontinental federation.

Our conviction is that any extension of the federal franchise must emerge from a process that respects both the legal framework and the lived experience of all citizens, virtual and founding alike, so that the Republic may continue to embody the principle of unity without sacrificing the deliberative patience that has guided it since 1995.
