Our Republic has, since its founding, embraced an expanding notion of belonging that reaches beyond the borders of the four regions, and the increasing number of virtual citizens exemplifies this principle.
These individuals, having completed the Esperanto Charter naturalisation, enjoy the full suite of civil rights, yet the Constitution presently limits their participation in federal elections, a restriction that now appears increasingly anachronistic.
The ongoing Carcamo case before the Federal Court, the possibility of a legislative enabling act, and the distant prospect of a constitutional amendment together illustrate the institutional pathways through which this matter may be resolved.
We therefore encourage a public dialogue that weighs the values of inclusive representation against the safeguards intended by the founding charter, trusting that Zandoria's tradition of deliberative patience will guide a measured decision.
