Virtual Citizens Must Vote: Extend Federal Franchise Before 2027

The upcoming March 2027 federal election must include the voices of virtual citizens; the Republic should enact an enabling statute now, rather than await a constitutional amendment or a court ruling.

Citizenship without participation contradicts the founding principle of Uneco en Diverseco and the universalist spirit of Esperanto enshrined in the Federal Charter. Excluding a growing segment of the polity erodes the very unity the Federation was built to protect.

The Constitution provides a clear legislative route: a simple‑majority act can extend the franchise. The governing coalition, comprising PdU and LVA, already commands a majority of seats, and the coalition’s internal split is a matter of policy, not legality. Delaying action would betray the Charter’s commitment to responsive governance.

Virtual citizens already fulfill fiscal obligations, own property, and contribute to the economy across all four regions. Their exclusion from federal decision‑making creates a democratic deficit that is both unjust and inefficient, especially as the population of virtual citizens continues to rise.

Opponents cite residency requirements as a safeguard, yet the Esperanto Charter emphasizes equal rights irrespective of geography. Introducing a residency test would re‑introduce the very barriers the Charter was designed to eliminate, and would be inconsistent with the Federation’s transcontinental identity.

For the Republic to remain credible, the Federal Assembly must pass the enabling act before the election. Legislative action will provide certainty, uphold the Charter’s inclusive ethos, and ensure that every Zandorian—whether residing on an inland plateau or connected virtually—has a say in the nation’s future.
