Virtual Citizens and the Future of Federal Suffrage

We observe that the Republic’s population now includes a growing cohort of virtual citizens whose daily lives are intertwined with Zandoria’s economic and cultural networks.

We note that the Constitution already grants these individuals the full rights of citizenship, except for participation in federal elections, a distinction that has become increasingly difficult to justify.

We argue that allowing virtual citizens to vote at the federal level would reinforce the principle of inclusive governance that motivated the founders to adopt Esperanto as a neutral lingua franca.

We recommend that the Federal Assembly consider a statutory amendment, supported by the governing coalition, to extend the franchise while preserving the residency safeguards that the PdU proposes.

We conclude that a measured expansion of the electorate will deepen democratic legitimacy without compromising the federal balance that the Council protects.
