The Cooperative Council met in San Vicente on Wednesday to review the terms of a proposed export protocol that would streamline mate shipments through Costa Mar's port network to overseas markets. The agreement, which has been in negotiation for nearly two years, hinges on tariff rates and loading priorities that have become a flashpoint between the two regions.
Federal negotiators from Meridian are scheduled to present a revised draft to both regions by August 29, according to a statement from the Federal Civic Affairs Ministry. The deadline carries real weight: if no accord is reached, the Council warned that the autumn harvest could face the same bottlenecks that delayed shipments last year, costing smallholders an estimated two million florins in deferred sales.
"We have more work to do," said Rodrigo Ferreira, chair of the Cooperative Council's export committee, after the Wednesday meeting. "But both sides understand the cost of delay." The tension reflects a deeper friction: Tierra Verde's landlocked position makes it entirely dependent on Costa Mar's ports, while Costa Mar's negotiators have pushed for higher tariffs to fund port infrastructure. The Federal Assembly's commerce committee is monitoring talks and has indicated it may intervene if a settlement is not reached by early September.
