The backlog at the Federal Office for Cooperative Affairs has grown so severe that smallholders in Tierra Verde's interior valleys can no longer register their holdings in time to qualify for the season's price guarantees. Farmers who planted in spring now face a choice: sell to private buyers at depressed rates, or wait months for paperwork that may arrive after the harvest window closes.

In the towns around San Vicente, cooperative leaders say the federal delays have cost members thousands of florins this year alone. The registry process, once a matter of weeks, now stretches to four months or longer. Cooperative Council records show 340 applications pending as of mid-July, with no clear timeline for resolution.

The crisis exposes a widening gap between Meridian's federal infrastructure and the realities of Tierra Verde's farming calendar. When registration lags behind harvest, the whole cooperative model—the region's economic bedrock since accession—begins to fray.
