Tierra Verde Farmers Fear New Port Tariffs Will Squeeze Already Thin Margins

The morning market in San Vicente was quieter than usual on Thursday. Fewer trucks lined the cooperative warehouse, and the usual chatter among harvest captains had a subdued edge. The reason was a letter that had arrived the day before from the Federal Office of Shipping Coordination in Meridian, announcing a fifteen percent increase in loading tariffs at the container terminal in Nueva Singapur, the port city in Oriente Moderno that handles nearly all of Tierra Verde's coffee and yerba mate exports.

The tariff increase, which takes effect in October, is part of a broader dispute between Oriente Moderno and the federal government over port revenue sharing and operational priorities. For Tierra Verde, a landlocked region that depends entirely on Oriente Moderno's deep-water facilities to reach overseas markets, the consequence is immediate and personal: export margins that are already razor-thin will become thinner still.

"This is not about commerce anymore," said Fernando Díaz, a harvest captain who coordinates shipments for three cooperatives in the southern districts. "It is about whether small farms survive. A fifteen percent increase in tariffs is a fifteen percent cut in what the farmer takes home." Díaz has worked in the trade for twenty-three years and has watched the cost of getting Tierra Verde's crops to market rise steadily, even as the price paid to cooperatives has stalled.
