The Federal Office for Cooperative Affairs in Meridian has accumulated a backlog of nearly eight hundred land-registration applications from Tierra Verde smallholders, with some claims sitting unprocessed for more than two years. The delay is preventing farmers from joining cooperative export pools that guarantee minimum prices for coffee and yerba mate, leaving them exposed to volatile market rates and the tariff pressures that have already squeezed margins across the region.

In San Vicente, the Cooperative Council estimates that blocked registrations are costing member-applicants an average of two thousand florins per season in lost price guarantees. The backlog has become a standing complaint at regional assembly meetings, where agriculture committee members say the federal office lacks the staff and infrastructure to handle the volume of claims from Tierra Verde's expanding smallholder base.

Federal Civic Affairs Minister Beatriz Coelho acknowledged the delay in a written response to the Tierra Verde Assembly last month, citing a transition in the office's digital filing system as the source of the bottleneck. The office has not published a timeline for clearing the queue or hiring additional processing staff.
