Rural Cooperatives Face Week-Long Internet Blackout as Federal Response Lags

A cable cut near San Vicente has crippled digital access to fair-price commodity markets and left smallholders unable to file harvest reports.

For seven days, the agricultural cooperatives of the central Tierra Verde valley have operated as if the digital economy did not exist. On October 8, a backhoe working on a rural road project severed the main fiber-optic cable serving thirty-two cooperatives across four municipalities. The cut knocked out internet access to roughly eleven thousand farming households and disrupted their ability to access real-time commodity prices, file harvest reports with the Federal Cooperative Registry, and submit applications for fair-price-scheme membership.

The Federal Interior Ministry, which oversees rural infrastructure, was notified on the day of the outage. A repair crew arrived on October 10 but discovered that the cable runs through a section of land whose ownership is disputed in the Federal Court—a consequence of the backlog in land registration that has plagued Tierra Verde for three years. The crew cannot legally splice the line without a court order clarifying who owns the right-of-way. The court order has not yet been issued.

Meanwhile, the cooperatives have lost access to the Federal Exchange, the daily commodity-price feed that determines what they can sell coffee and yerba mate for. Three cooperatives report that members have delayed harvest decisions because they cannot see prices. A fourth has resorted to calling the Federal Exchange's telephone line—a service meant for emergencies—to check daily rates.

The Federal Interior Minister, Tomás Vidal, issued a statement on October 12 saying the ministry was "working with the Federal Court to expedite the right-of-way determination." The Court's docket shows no hearing scheduled. The Cooperative Council in San Vicente has formally requested that the federal government invoke emergency protocols to bypass the ownership dispute and restore service. As of October 14, that request remains under review.
