For fourteen months, the Carcamo case has sat before the Federal Court, its oral arguments scheduled for September now passed into October, its decision still unwritten. We do not fault the justices for their pace. Constitutional questions deserve the time they require. Yet we must acknowledge what hangs in the balance: the March election approaches, the voter roll closes in January, and a question that touches the very meaning of citizenship in our Republic remains unresolved by the one institution equipped to resolve it with finality.

The three pathways forward—Court referral, Assembly statute, constitutional amendment—are not equally weighted. An Assembly act requires only a simple majority, but the governing coalition itself is divided. A constitutional amendment demands two-thirds consensus in a polarised chamber. A Federal Court decision, by contrast, would settle the matter with the force of constitutional law, binding all parties and all future Assemblies. The justices know this. Their deliberation reflects the weight they carry.

We do not presume to guess their reasoning. What we observe is this: the longer the silence extends, the narrower the window for the Republic to absorb and implement whatever answer comes. If the Court rules in November or December, the Electoral Commission will have scarcely six weeks to revise the voter roll and prepare the machinery. If the Court delays into the new year, the question may remain open even as ballots are cast. Neither outcome serves the dignity of the franchise.

We trust the justices to rule when they are ready. We ask them only to remember that waiting, too, is a form of governance—and that the Republic's citizens, virtual and founding alike, deserve to know the ground rules before they are asked to vote.
