The petition for a consultative referendum on the Youth Charter has now gathered eighteen thousand verified signatures. Thirty-two thousand more stand between the question and the ballot. We do not know whether those signatures will arrive by the deadline, but we know the Assembly will not wait. The two live questions—suffrage for virtual citizens, and the voting age—will shape the March election regardless of whether either reaches fifty thousand names. The parties are already staking their ground.

What strikes us is not the disagreement but the texture of it. The Nord-Slovak Bloc defers both questions to regional referendums, a procedural move that sounds neutral but amounts to a decision: to fragment what the Federal Charter treats as federal. The Federacia Renovigo demands constitutional tests—residency periods, tax history—that would gate the franchise behind bureaucratic proof. La Verda Aliro and Movado Esperanto-Civitana argue that citizenship itself is the proof, that the Charter's founding principle was to dissolve the very barriers those tests would rebuild. The Partio de Unueco sits between, its leadership open but its caucus divided.

We note that none of these positions is frivolous. A federation of four continents cannot pretend that residence is meaningless, nor can it pretend that virtual citizenship is identical to founding citizenship. Yet the Charter was written by people who had just walked away from predecessor states that had gated participation by ethnicity, by language, by geography. They chose Esperanto precisely because it belonged to no one and therefore to everyone. That choice was not accidental.

The Assembly will debate these questions in the months ahead. It should do so not as a problem to be managed but as a statement about what Zandoria believes itself to be. The arithmetic matters—who votes, at what age, under what conditions. But the arithmetic serves the argument, not the reverse.
