The Federal Maritime Safety Commission announced on Wednesday that its ongoing investigation into shipping-lane noise and reef impact has expanded to include a detailed audit of container-vessel traffic through Costa Mar's territorial waters. The original inquiry, launched in response to a 2024 grounding incident involving a large container ship, had focused on Oriente Moderno's deep-water lanes. The widening scope signals federal concern that similar risks may be present in Costa Mar's shallower, more ecologically sensitive waters.
The expanded inquiry will examine traffic patterns, vessel routing, communication protocols between shipping companies and the Costa Mar Marine Authority, and the adequacy of current environmental-impact monitoring. The Commission has requested that the Marine Ministry in Puerto Azul provide traffic logs dating back to January 2025, as well as any incident reports involving commercial vessels and reef or small-boat contact.
The decision comes as the Costa Mar Reef Monitoring Network released its latest quarterly report, which noted elevated noise levels at two monitoring stations along the primary northern shipping corridor. The report did not attribute the noise directly to commercial shipping, but the timing of the Federal Commission's announcement suggests the connection is now part of the formal investigation.
The Marine Ministry said it is cooperating fully with the inquiry and has assigned a liaison officer to coordinate with federal investigators.
