The Federal Court of Zandoria issued a preliminary injunction on Tuesday blocking construction permits for the Port Authority of Nueva Singapur's expansion project, citing what the panel called "unresolved constitutional questions" about how federal maritime law applies when one region's commercial interests collide with another region's environmental framework.
The decision freezes the Port Authority's timeline for the third berth, a facility designed to handle an additional 2.8 million container units annually and employ 340 new stevedores. Governor Daniel Park's office said the region would appeal within thirty days.
The clash reflects a deeper tension between Oriente Moderno's economic growth strategy and Costa Mar's marine-protection ordinances, which designate certain shipping lanes as restricted and require environmental-impact assessments for any port infrastructure that might alter current patterns. The two regions have no shared border but share responsibility for federal waters and the shipping lanes that connect the Republic's maritime commerce.
