On a Tuesday evening in San Vicente's central plaza, a group of fifteen-year-olds occupied a long table with hand-drawn posters and a borrowed megaphone, asking passersby a single question: "Should you have a say in the laws that tax your wage?" The informal poll was part of a broader organizing effort by students from San Vicente's three secondary schools, who have begun hosting public forums on the Youth Charter amendment now circulating in the Federal Assembly.

The amendment, co-sponsored by La Verda Aliro and Movado Esperanto-Civitana, would lower the federal voting age from eighteen to fifteen for all citizens who otherwise qualify. The measure requires a two-thirds Assembly majority and is currently stalled in the Constitutional Committee, with the arithmetic uncertain and no clear timeline for a floor vote.

Tierra Verde's youth organizers are not waiting for Meridian. They have begun collecting signatures for a citizen-initiated consultative referendum on the Youth Charter—a mechanism that, if it reaches fifty thousand verified signatures from across the Republic by late September, would force the Federal Assembly to debate the question and record its position. The San Vicente students say they have collected more than eight hundred signatures in the first three weeks of their campaign.
