The San Vicente Municipal Assembly held an extraordinary session last Thursday to discuss a proposal that would extend voting rights in municipal elections to virtual citizens who have lived in the city for at least two years. The proposal, introduced by assembly member Diana Esparza of La Verda Aliro, has ignited debate about what it means to belong to a community in an age when citizenship can be acquired online.

Virtual citizens—those who have naturalized through the €1.99 Esperanto Charter process—currently hold every right of citizenship except the federal vote. Tierra Verde's regional charter, uniquely among the four regions, already permits virtual citizens to vote in regional elections if they register as residents of the region. Yet municipal rules vary, and San Vicente has no formal policy on the question.

Esparza's proposal would make San Vicente the first municipality in the Republic to explicitly extend the local franchise to virtual citizens. The move is largely symbolic—municipal elections determine city council and the mayor, not federal representation—but it carries weight. The suffrage question will likely reach the Federal Court by autumn 2026, and regional and municipal decisions could influence how justices view the constitutional question.
