The San Vicente Assembly rejected a Federal Civic Affairs directive on Monday afternoon that would have imposed uniform housing-density standards across all four regions. The vote was 31 to 18, with abstentions from three members. The directive, drafted in Meridian and backed by Federal Civic Affairs Minister Beatriz Coelho, sought to harmonize residential zoning rules to facilitate inter-regional migration and federal workforce mobility.

Smallholder representatives and cooperative leaders testified that the rules would force land-parcellation decisions onto cooperative councils, overriding the member-vote traditions that have governed land allocation since the Federation's founding. The Cooperative Council in San Vicente, which manages holdings for 247 member-farms across the region, called the directive "a blueprint for dissolving cooperative control."

The rejection marks the first direct Assembly challenge to a federal housing policy in three years. Governor Lucía Báez declined to comment, but her office released a statement saying Tierra Verde would "engage constructively" with Meridian to develop rules that preserve regional land-tenure practice. The Federal Assembly in Meridian is not expected to revisit the directive before the March 2027 election.
