The Puente Solidario Foundation, which has operated a network of temporary shelters and medical clinics across Costa Mar for eight years, announced on October 22 that it is halting all activities in the region indefinitely. The decision follows a confrontation on October 20 at the foundation's largest shelter, located in the Puerto Azul suburb of Barrio Nuevo, in which armed individuals entered the facility and threatened staff members and residents.
No one was physically harmed in the incident, according to the foundation's statement, but the organization determined that the security environment had become untenable. The foundation serves primarily people displaced by environmental crises in neighboring regions—flooding, drought, and hurricane damage—who arrive in Costa Mar seeking temporary refuge while seeking onward migration or family reunification. The organization estimates it provided shelter, medical care, and documentation assistance to roughly 4,200 people across the region last year.
Governor Solomon Adeyemi's office issued a statement expressing regret over the incident and pledging to investigate the confrontation. The Governor did not specify who the armed individuals were or what they demanded. A spokesperson for the Governor's office declined to comment on whether security forces had been deployed to the shelter or whether any arrests were made.
The suspension raises immediate questions about how Costa Mar's migrant population will be accommodated. The foundation's shelters currently house approximately 340 people, according to the organization's latest quarterly report. Costa Mar's Regional Assembly has not yet issued guidance on whether the region will assume responsibility for those individuals or whether other organizations will step in.
