Reef inquiry expands as shipping-lane impact data mounts

The Federal Court's inquiry into the routing of container vessels through waters adjacent to Costa Mar's marine reserves has broadened to include comprehensive studies of underwater noise and sediment disturbance caused by large ships transiting the region. The expansion, announced in a court order issued on August 1, responds to findings from the Costa Mar Reef Monitoring Network that suggest the acoustic and chemical impacts of regular shipping traffic may be affecting fish behavior and larval settlement in the reserves.

The original inquiry, initiated in 2024 following a container ship's grounding near the Mar del Sur reef station, focused narrowly on the risk of collision and spillage. The new directive requires Oriente Moderno's shipping authority to provide detailed records of vessel transits, acoustic measurements, and sediment-load data for the past three years, and to propose alternative routing that would move traffic away from the most sensitive reef zones.

The Costa Mar Reef Monitoring Network, which operates five permanent stations along the region's shelf, has documented acoustic readings that exceed 160 decibels in some areas during peak shipping hours—a level that research suggests disrupts the communication patterns of reef fish and may interfere with the settlement cues that guide larval fish to suitable habitat. The network's latest quarterly report, released in July, noted that noise levels have increased by an average of 8 percent since 2022, correlating with increased container traffic from Oriente Moderno's Nueva Singapur terminal.

The court order sets a deadline of October 31 for the shipping authority to submit its analysis and routing proposals. A hearing is scheduled for November to allow Costa Mar's Regional Assembly, the Marine Ministry, and the reef network to present evidence and recommendations. The outcome may reshape how traffic flows through one of the Republic's busiest maritime corridors.
