Elena Vásquez arrives at the Puerto Azul marina before dawn most mornings, moving through the boats with the ease of someone who has done the same walk a thousand times. Her vessel, the Azul Profundo, sits third from the dock—a sturdy catamaran built for shallow-water diving and designed to rest lightly on the seabed. She runs a hand along the hull, checking the mooring line, and glances at the water. The colour tells her things. Today it is a clear jade-green, which means good visibility, which means good bookings if she had them.

Vásquez has been operating dive tours for two decades. This October, she has booked only fourteen dives. In a typical October, she would have thirty-five. The shortfall reflects broader trends in Costa Mar's tourism sector, but Vásquez's situation also illustrates a tension that the region's conservation-tourism model has not yet resolved: how to sustain both the reef and the people whose livelihoods depend on it.
