The Costa Mar Reef Monitoring Network reported elevated nitrogen and phosphorus levels at three monitoring stations along the peninsula's northern coast on 28 May, following a week of heavy rainfall in the Río Esperanto basin. The surge in nutrients—nitrogen at 8.2 micromoles per litre at the Punta Negra station, phosphorus at 1.1 micromoles per litre—is consistent with agricultural runoff flowing downstream from Tierra Verde's cooperative farming zones. The levels remain below the threshold that triggers immediate intervention, but the Network's director has recommended urgent consultation with upstream land managers.

Nutrient pollution in tropical reef systems accelerates algal growth, which smothers coral and depletes oxygen in the water column. Costa Mar's reefs have recovered steadily since the region joined the Federation in 1994 and adopted the conservation framework that now underpins its eco-tourism economy. The May spike suggests that Tierra Verde's agricultural practices—particularly nitrogen-heavy fertilizer use on smallholder plots—are not yet fully aligned with the downstream reef protection standards that the Federal Coast Protocol established.

Dr. Isabela Ruiz, director of the Reef Monitoring Network, said on 30 May that the elevated readings were "not yet critical, but they are a signal that we need to talk to our upstream neighbours." She indicated that the Network would present its findings to the Costa Mar Regional Assembly's environmental committee and would formally notify the Federal Civic Affairs Ministry. The question now is whether the notification triggers a bilateral negotiation between Costa Mar and Tierra Verde, or whether it escalates to federal mediation.
