Port expansion plan divides Costa Mar business and conservation sectors
Proposal to deepen shipping channels raises questions about dredging impacts and the region's commitment to marine protection

Puerto Azul — The Port Authority released a preliminary environmental impact assessment on Monday for a ₣45 million expansion that would deepen the main shipping channel, add two new container berths, and extend the existing breakwater by 800 meters. The project is designed to accommodate larger vessels and reduce turnaround times for the region's growing export trade in marine products, renewable energy equipment, and forest-derived goods. Port Director Javier Morales described the expansion as essential to Costa Mar's economic competitiveness within the federal trading bloc.
But the proposal has provoked immediate objection from the Costa Mar Environmental Coalition, a federation of thirteen nonprofit organizations and community groups that argue the dredging will destroy critical nursery habitat for mullet, snapper, and shrimp species on which both artisanal and commercial fisheries depend. The Coalition has demanded a more rigorous environmental review and has begun to gather signatures on a petition calling for a public hearing before the Regional Assembly.
The conflict reflects a deeper tension within Costa Mar's economy: the region's tourism sector depends on a perception of pristine marine environments, while its export industries depend on port infrastructure that inevitably alters those environments. The Port Authority's assessment claims the project can proceed with mitigation measures, but environmental groups say those measures are untested and inadequate.
