Nueva Singapur debates drone regulation as shipping security concerns rise

The Port Authority of Nueva Singapur received its third formal petition this month from international shipping lines requesting that Oriente Moderno establish explicit regulations governing unmanned aircraft operations within a five-kilometre radius of the deep-water terminal. The petitions, filed by representatives of three major container-shipping consortiums, cite a series of international incidents in which remotely operated drones have interfered with maritime traffic or posed safety risks to civilian vessels and port infrastructure.

The requests have triggered an unexpected collision between federal maritime-law authority and regional autonomy. Oriente Moderno's Governor, Daniel Park, said in an interview that the region had "no existing statutory framework for drone operations" and that any new rules would require coordination with Meridian's Federal Interior Ministry, which holds jurisdiction over airspace. The Federal Interior Minister, Tomás Vidal, has not yet responded to Governor Park's request for guidance.

Shipping companies say the regulatory gap poses a concrete risk. One captain, who requested anonymity to protect commercial relationships, described a near-miss incident in July when an unidentified drone approached his vessel while it was berthed at Nueva Singapur's northern quay. The drone was not hostile, he said, but the incident underscored how little visibility port operators and vessel masters have into unmanned-aircraft activity in and around the facility.
