The Port Authority of Nueva Singapur received its first formal request for autonomous-vessel operations on a Tuesday morning in early October. The applicant was Tidewater Systems, a startup founded by Rajesh Kapoor, a former settlement-platform engineer who had spent three years building real-time transaction networks before deciding that the future of logistics lay not in finance but in the water itself. His platform, called Nexus Maritime, uses a fleet of small autonomous tugs and cargo-positioning drones to coordinate container movement within the deep-water berth without human crews.

Kapoor's timing was deliberate. The Port Authority had just completed a security audit following the September unmanned-craft incident that briefly disrupted operations. New airspace protocols were in place. Federal regulators had signaled openness to innovation. And Nueva Singapur's container throughput, running at 89 percent of rated capacity, was creating bottlenecks in the loading sequence. Nexus Maritime promised to compress docking time by 14 percent.

What Kapoor did not anticipate was the speed of the friction. Within days of submitting his application, the Port Authority flagged concerns about collision avoidance in crowded berths. Costa Mar's Environmental Protection Ministry, which has jurisdiction over certain shipping lanes adjacent to Nueva Singapur's port, sent a letter questioning whether autonomous vessels could reliably comply with marine-protection ordinances. And Meridian's Federal Interior Ministry requested a briefing on the security implications of autonomous systems operating in a critical infrastructure zone.
