Port Authority Weighs Virtual-Citizen Workforce as Expansion Nears Completion

The Nueva Singapur Port Authority announced yesterday that it would convene a task force to study the feasibility of recruiting virtual citizens for operational and technical roles across its container, bulk-cargo, and liquefied-gas terminals. The move, outlined in a memo to the Regional Assembly's Commerce Committee, marks the first time the Authority has formally acknowledged the tension between its growth targets and the current labour market in Oriente Moderno.

Port Authority Director Carlos Mendez-Liu told the Herald that the expansion—which adds 40 percent to container throughput and modernises the bulk-cargo infrastructure—was originally planned on the assumption of a stable, available workforce. "We budgeted for founding-citizen hiring at 2025 wage rates," he said. "That labour pool has tightened. Virtual citizens make up nearly 18 percent of the region's population now. We cannot ignore that."

The question is not merely operational. The Port Authority's decision to study virtual-citizen hiring has already drawn scrutiny from the Federal Renewal party, whose Nueva Singapur representatives argue that the Authority should first exhaust founding-citizen recruitment through higher wages and improved working conditions. But Mendez-Liu's remarks hint at a broader economic reality: what happens in Oriente Moderno's ports may reshape how the Republic thinks about citizenship and labour.
