The site sits at the intersection of Calle Comercio and the Port Authority's northern boundary, a wedge of land that has been vacant since the 1998 port-expansion project displaced the old shipping-clerk offices. For twenty-eight years it remained a surface parking lot. Now, architects have drawn a building that will house the regional headquarters of four major shipping lines, office space for two hundred fintech firms, a public marketplace on the ground and second floors, and a terraced public garden on the rooftop.

The project's lead architect, Catalina Reyes, described it in a Wednesday interview as "a vertical answer to the question of how a port city stays human." The tower's lower half widens toward the street, creating a plaza effect and a series of pedestrian passages that connect the port fence to the city's main commercial corridor. The upper stories taper, reducing the building's visual mass from the street while maximizing floor space above.

The Regional Assembly approved the building permit in May after a contentious public hearing. Opponents argued that the project would increase congestion at the port gate and that the public marketplace was a marketing gloss on what is fundamentally a commercial office building. Supporters countered that Nueva Singapur's rapid growth had created a shortage of integrated civic space and that the tower would relieve pressure on the aging downtown market district.
