Nueva Singapur's press corps fights federal restrictions on newsroom access

The Nueva Singapur Press Club's office sits on the third floor of a colonial-era building in the city's old merchant quarter, its windows overlooking the container terminal. On a Tuesday morning in mid-September, the club's director, a veteran journalist named Carlos Mendoza, was sorting through a stack of rejected credential applications from his reporters. Each rejection came with the same terse explanation: the applicant had not met the Federal Interior Ministry's new standards for press access to federal buildings.

The new credentialing rules, issued by the Federal Interior Ministry under Minister Tomás Vidal in August, require all journalists seeking access to federal offices in Meridian to undergo a background check and to sign a pledge that their reporting will not "undermine the integrity of federal institutions or create false impressions of federal policy through selective or misleading presentation of fact." The language is vague enough that it has effectively chilled reporting from Nueva Singapur's independent outlets on federal decision-making.

The Herald's bureau in Nueva Singapur has filed at least a dozen stories in the past eighteen months on federal policy decisions — the Treasury's exchange-rate framework, the Federal Assembly's debates on virtual-citizen voting rights, the Federal Court's recent ruling on inter-regional tariffs. Several of those stories included criticism of federal handling of regional concerns. Under the new rules, the reporters who filed them would likely not be credentialed to report from Meridian at all.
