Nueva Singapur faces housing crunch as port boom pushes rents beyond reach

Anita Soto stood in the doorway of her apartment on Jalan Merdeka on a Monday morning in late September, watching movers load her furniture into a truck. The landlord had given her sixty days' notice—not because she had violated her lease, but because the building had been sold to a developer who planned to demolish it and erect a forty-story residential tower. Her monthly rent of 2,400 florins, reasonable two years ago, now fetched 4,800 for an identical unit one block away.

Soto's displacement is no longer exceptional in Nueva Singapur. The region's port and fintech boom has drawn an estimated 8,000 new residents in the past eighteen months—engineers, logistics coordinators, traders, and port workers—all competing for housing in a city with fewer than 300,000 people. The Regional Assembly is now debating a tenant-protection ordinance that would require landlords to offer existing tenants the right to renew leases at no more than a 5 percent annual increase, a measure that has divided the city's business community.

The ordinance, introduced by Assembly member Carlos Mendez last week, would also impose a mandatory 120-day eviction notice and require landlords to offer relocation assistance equal to two months' rent for tenants displaced by demolition. The measure has no equivalent in federal law and would make Oriente Moderno the only region with such protections.
