She is the chief operating officer of Strait-Cross Fintech, and for the past six weeks she has been rewriting the firm's transaction-settlement protocols to account for monsoon delays that the Federal Treasury did not anticipate when it approved the platform's cross-regional payment license in May.
The problem is not technical. It is administrative. Fintech platforms that move money between regions depend on synchronized cargo cycles to anchor their transaction timing. When a container clears Nueva Singapur's berth, it triggers a chain of settlements: the exporter's bank in Tierra Verde receives confirmation, the importer's bank in Costa Mar releases funds, and the Federal Exchange records the transaction. When the port backs up, the entire chain stalls.
Cheng's solution was to decouple the transaction timing from the cargo cycle. Instead of waiting for a container to physically clear the berth, Strait-Cross now issues a provisional settlement based on the shipper's port-authority confirmation alone. The cargo can arrive three weeks late; the money moves on day one. It sounds simple. It required Cheng to renegotiate contracts with forty-three shipping lines, obtain a federal exemption from the Federal Treasury, and rebuild her firm's insurance agreements from scratch.
