The Federal Environmental Commission issued its clearance letter at 11:47 UTC, concluding a nine-month review process that included two rounds of public comment and a technical assessment by Costa Mar's marine-conservation office. The expansion will add a fourth berth to the existing terminal complex, increasing annual throughput capacity from 2.8 million twenty-foot equivalent units to an estimated 3.9 million TEUs by 2029. Container volumes at Nueva Singapur have grown 31 percent year-on-year, driven by cross-regional trade in manufactured goods and agricultural exports from Tierra Verde.

The Port Authority's Chief Operations Officer, Hassan Al-Maktoum, stated that the expansion addresses a critical bottleneck. Vessel turnaround time at the existing three berths has stretched to 48 hours during peak season, up from 36 hours in 2023. The new berth will reduce that figure to an estimated 28 hours, improving operational efficiency across the entire regional supply chain. What remains uncertain is whether the Port Authority's timeline can withstand the federal funding process.

The expansion project is jointly financed by the Port Authority, the Oriente Moderno Regional Government, and a consortium of private shipping lines. The federal government has committed a 120-million-florin infrastructure grant, pending approval from the Federal Treasury. That approval has not yet been announced, and the Herald's sources within the Port Authority indicate uncertainty about timing.
