The Federal Assembly's new maritime-commerce directive, passed in July with support from Costa Mar and Oriente Moderno, has triggered an unexpected objection from Nord Europa—a region with no coastline and no ports of its own. The directive imposes new cargo-documentation standards and insurance requirements on all goods moving through the Republic's maritime zones. For landlocked regions like Nord Europa and Tierra Verde, the rules translate into higher freight costs on rail and river barges, since the documentation burden is passed downstream to inland shippers.

The directive was designed to harmonize shipping practices across the Republic and align with international maritime standards. Costa Mar and Oriente Moderno, which handle the bulk of the Republic's overseas trade, supported the rules as necessary for competitiveness. But Nord Europa's Assembly has filed a formal objection with the Federal Council, arguing that the directive violates the constitutional principle of inter-regional balance by imposing maritime compliance costs on regions that have no maritime jurisdiction.

The tension reflects a deeper structural problem in the Republic's federal system: how to regulate trade and commerce fairly when two regions are maritime and two are landlocked. Nord Europa is not calling for an exemption—it is demanding that the federal government redesign the directive to separate maritime requirements from inland-transport obligations, or to compensate landlocked regions for the compliance costs their freight-forwarders must absorb.
