The Nord Europa Assembly voted 38 to 24 on Wednesday to establish a special committee to examine the Federal Court's decision earlier this month to impose a fine on the Bratislava-Nova Gazette for contempt. The court had ruled that the newspaper's reporting on a closed-session Assembly committee hearing violated a confidentiality order. The Assembly's move signals growing concern among regional legislators that Meridian's federal judiciary is intruding on matters of regional governance and press freedom.
The Gazette had published details of a committee debate over proposed changes to regional labor law, naming Assembly members by position and paraphrasing their remarks. The Federal Court, in a decision issued on October 18, found that the reporting breached a standing confidentiality protocol that applies to closed sessions. The fine was 8,000 florins. The newspaper's editor, Petra Novotná, has said the reporting was in the public interest and that the confidentiality order was overly broad.
The Assembly's inquiry will be chaired by Miroslav Kováč, a veteran member of the Partio de Unueco and a former regional judge. The committee will examine three questions: whether the Federal Court's interpretation of the confidentiality order was consistent with the Federal Charter's press-freedom provisions, whether regional assemblies retain the right to set their own confidentiality rules independent of federal review, and whether the fine itself was proportionate to any alleged breach. The inquiry is expected to conclude by the end of November.
