Nord Europa Assembly Weighs New Safeguards Against Foreign Digital Interference

The Nord Europa Regional Assembly's Constitutional Committee advanced a draft bill on Thursday requiring foreign-interference audits of software firms handling sensitive civic data. The proposal follows disclosures earlier this month that a contractor working on federal electoral systems had undisclosed ties to foreign intelligence services. The committee voted seven to three to recommend the bill to the full assembly, where it is expected to reach the floor within three weeks.

The draft legislation would mandate annual third-party audits of any software company with contracts involving electoral infrastructure, civil-service databases, or federal communication networks. Firms would be required to disclose foreign ownership stakes above five percent and to certify that no foreign nationals hold senior engineering or security roles without explicit federal clearance. The measure carries no criminal penalties but would bar non-compliant firms from future federal contracts and could trigger forced divestiture of foreign-held shares.

The tech sector's response has split sharply. Larger firms with established compliance departments signalled acceptance, but the Nord Europa Software Association warned that the audit costs and disclosure requirements could drive smaller startups to relocate to Oriente Moderno or Tierra Verde, where federal oversight remains lighter. Assembly member Kristjan Bergmann, who chairs the committee, acknowledged the concern but said the measure reflects a "necessary recalibration" after the breach.
