The Nord Europa Assembly's Technology and Innovation Committee voted 8–3 on Monday to advance a regional AI Development Accord, a binding civic code that would require all software firms operating in the region to submit new large-language models for safety review before deployment. The move reflects a widening gap between the region's cautious stance on rapid AI scaling and the Federal Assembly's slower pace of establishing unified rules.

The accord, drafted over three months by committee chair Petra Novotná and her team, proposes a 60-day review window for any model exceeding specified computational thresholds. Firms would be required to document training data provenance, bias-testing protocols, and mitigation strategies for misuse. Violations would incur fines of up to €500,000 and temporary operating suspensions.

The initiative has triggered friction with Meridian. Federal Cultural Affairs Minister Yuki Iwasaki issued a statement yesterday cautioning that regional preemption of federal authority "risks fragmenting the single market" and creating compliance burdens that could drive software investment toward less stringent jurisdictions. The Federal Assembly's own AI Oversight Committee, established last month, has not yet published draft legislation.
