The protocol is the outcome of three years of negotiation, two formal inquiries, and a 2024 shipping accident that scarred the reef and cost the regional eco-tourism sector an estimated 1.2 million florins in lost bookings.

The new rules are modest by international standards, but they represent a shift in how Costa Mar asserts its own authority over its waters. The reef is not simply a natural wonder; it is the foundation of the regional economy. Tourism operators, fishing cooperatives, and the Marine Ministry have aligned on a single premise: the reef's survival is non-negotiable, and the shipping lanes must accommodate that fact, not the reverse.
