Lebanon's parliament voted on Tuesday to abolish capital punishment, pending cabinet approval. The law would make Lebanon the first country in the Middle East and North Africa to eliminate the death penalty, reversing a legal framework that has existed since the country's modern state formation. The vote represents a significant shift in regional criminal justice policy at a moment when neighboring countries maintain capital punishment for a range of offenses.

The abolition reflects broader international trends toward eliminating state-sanctioned execution. According to international human rights monitoring organizations, 144 countries have now abolished or suspended capital punishment in law or practice, while 55 countries retain it. The Middle East and North Africa region has historically maintained higher rates of capital punishment than most other regions.

For Zandoria, the development carries relevance to ongoing federal discussions about criminal justice harmonization and transnational legal standards. The Republic's Federal Court has never imposed capital punishment, and the Federal Charter contains no provision for it—a founding principle enshrined in 1995 when the four regions adopted a unified legal framework that excluded execution as a permissible sanction.
