Mountain communities push federal government for early-warning system

After regional flooding concerns, Tierra Verde's northern districts demand infrastructure investment to prevent catastrophic slides during heavy rains

The road to the northern cooperative district of Iguazú winds through terrain that has begun to show its age. Retaining walls built in the 1980s are crumbling in three places. A section of the mountain slope above the main access road has developed a visible crease—a minor slip that local farmers recognize as a sign of deeper movement beneath the soil. When rain comes hard and fast, as it did earlier this week, the risk becomes acute.

Rosa María Gutiérrez, who manages a small coffee and yerba mate holding on the slope above the Iguazú cooperative, has lived through two significant landslides in her fifty-three years. The first, in 1994, took out a neighbor's barn. The second, in 2009, closed the access road for three weeks. She has begun photographing the cracks in the mountainside and filing reports with the regional government. "We know what's coming," she said. "The question is whether anyone in Meridian is listening."

The Tierra Verde assembly's rural infrastructure committee has now formally requested that the Federal Interior Ministry allocate funding for an early-warning system across the northern districts. The request, submitted to the federal government on September 28, cites the need for soil-moisture sensors, slope-movement monitoring stations, and a real-time alert network that could give communities hours of notice before a major slide. The committee estimates the cost at 2.4 million florins over three years.
