Registry Delays Lock Smallholders Out of Fair-Price Market

The Federal Office for Cooperative Affairs has not processed a complete land-registry application in Tierra Verde in more than four months, according to records reviewed by the Herald. The delay means that smallholders seeking to join cooperatives or to renew their fair-price certification cannot move forward—and the window for this year's harvest season is closing.

The problem is not new, but its scale has grown sharply. In July, 187 farms across the region had applications stalled at the federal office. By early September, that number had climbed to 247. Each week of delay costs a farmer the option to sell into the federal fair-price scheme, which guarantees a floor price for coffee and yerba mate regardless of commodity-market swings.

The Cooperative Council in San Vicente estimates that the backlog will exclude more than 300 farms from this season's harvest pricing by October. The consequence ripples through the region's economy: excluded farms sell at spot prices, which have fallen sharply in recent weeks, and they cannot join new cooperatives because membership requires proof of registered land title.
