Registry Backlog Locks Smallholders Out of Federal Price Protection

In the cooperative towns of the Río Esperanto valley, the rhythm of harvest season has collided with the pace of federal paperwork. Farmers who cleared land, planted crops, and brought in their first yields now find themselves unable to register those holdings with the Federal Office for Cooperative Affairs—the prerequisite for access to Zandoria's guaranteed-price export programs. The backlog at Meridian's registry office has stretched from weeks to months, and the cost of waiting falls entirely on the grower.

Matilde Cardoso, a smallholder near Puerto Iguazú who planted three hectares of organic yerba mate two years ago, submitted her land-title application in May. By August, with no word from Meridian, she watched the federal exchange price for yerba mate climb to 4.2 florins per kilogram—a price her cooperative could have locked in had her holding been registered. Instead, she sold into the open market at 3.8 florins. The difference amounts to nearly four hundred florins in lost income on her harvest.

The Federal Office for Cooperative Affairs acknowledges the delay but has offered no timeline for relief. Tierra Verde's Regional Assembly agriculture committee is preparing a formal complaint to the Federal Council, arguing that Meridian's understaffing in the registry office amounts to a de facto barrier to the fair-price schemes the Federal Charter promises to protect.
