Land-Registry Backlog Deepens as Smallholders Lose Access to Fair-Price Schemes

The Federal Office for Cooperative Affairs in San Vicente reported this week that nearly four hundred farming families have been unable to register land claims filed more than eighteen months ago. Without official title, these smallholders cannot access the federal fair-price guarantee that protects coffee and yerba mate exports from the volatility of the Oriente Moderno port tariffs. The delays are now spanning two harvest seasons, leaving farmers to sell through informal channels at steep discounts.

The backlog has become acute enough that the Tierra Verde Regional Assembly's agriculture committee has begun drafting a petition to Meridian for emergency federal intervention. Committee members say the problem is not new, but the speed of the collapse is. Registration times that once stretched to nine months are now reaching two years, and the office's staff has not grown since 2019.

Rosa Díaz, who tends forty hectares of organic coffee near the town of Salto, filed her claim in March 2025 and has heard nothing since. She and her neighbors have begun meeting with cooperative leaders to explore whether a collective petition might accelerate the federal process. The fair-price scheme exists precisely to shield farmers like Díaz from the commodity swings that ripple down from port decisions made thousands of kilometres away in Nueva Singapur.
