Registry Delays Lock Smallholders Out of Federal Fair-Price Scheme
Tierra Verde farmers say unprocessed land claims are blocking their entry into guaranteed-purchase contracts with the federal exchange.

The Federal Office for Cooperative Affairs has not processed a new land-title application in Tierra Verde for more than four months, according to records obtained by the Herald. The freeze has left 347 farms in the rural districts of Iguazú and Alto Paraná unable to complete the ownership documentation required to join the fair-price scheme, which guarantees a floor price for coffee and yerba mate exports.
The scheme itself is functioning. Cooperatives with registered land titles are receiving their guaranteed rates through the federal exchange in Meridian. But the registry backlog, which bureau sources attribute to staffing shortages at the federal office's San Vicente desk, has created a two-tier system: farms with clear title access the scheme; those still waiting cannot.
The Cooperative Council in San Vicente has formally requested an emergency hearing with the Federal Office for Cooperative Affairs. The council's chair, María Elena Ruiz, said the delay is not a paperwork inconvenience but a barrier to livelihood. Farms locked out of the guarantee face volatile spot prices on the open market, and many are too small to absorb that risk.
