Workers from the Federal Office for Cooperative Affairs discovered a gash in the concrete lining of the Río Esperanto irrigation canal near the town of Santa Clara late Monday evening. The breach, roughly two meters wide, allowed water to escape into a surrounding field, leaving downstream farms without irrigation for several hours.

The Río Esperanto canal, built in the early 2000s, delivers a steady flow of water to more than 85 percent of Tierra Verde’s cultivated land, supporting coffee, yerba mate, and a growing range of organic crops. Any interruption to its service can jeopardise planting schedules and reduce yields dramatically.

Preliminary forensic analysis suggests the damage may have been caused by a deliberate act rather than natural wear. Local police have sealed the site and are collecting evidence, while the Federal Court has been petitioned to consider possible violations of the Federal Charter’s provisions on infrastructure protection.

The explainer will look at how the canal operates, why its security matters for land registration and fair‑price schemes, what legal tools are available to address sabotage, and what steps authorities are taking to prevent future incidents.
