Inland runoff crisis forces Costa Mar to confront federal water politics

The problem is not new, but July's reef survey has made it urgent. The Federal Hydro Authority, which manages the Rio Esperanto dam and discharge schedule in Tierra Verde, makes its decisions based on power generation needs and agricultural irrigation demand—not on coastal water quality. Costa Mar has no formal voice in those decisions. The region's governor can petition Meridian, but the Federal Assembly's Environment Committee has no Costa Mar member, and the Hydro Authority's board includes no representative from the peninsula.

The frustration is mounting quietly among the dive cooperatives and the small-hotel operators who form the backbone of Costa Mar's eco-tourism economy. They are not demanding that Tierra Verde change its water policy—they understand that the interior farmers have their own needs. But they are demanding that those needs be weighed against the coastal consequence, and that Costa Mar be part of the conversation.
