The Federal Hydro Authority reported that the Punta Verde reservoir sits at 42 percent of its 1995 capacity as of 15 October, the lowest level recorded for this date in the past decade. The dry season, which began in early May, has drawn down water faster than the hydro‑electric grid’s inflow projections. Governor Solomon Adeyemi warned that the shortfall could force a cut to the scheduled electricity export of 150 megawatts to Oriente Moderno. The Assembly’s Energy Committee will convene on 22 October to consider emergency measures.

Since the federation’s founding, Costa Mar’s 100‑percent hydro grid has supplied both domestic demand and surplus power to neighbouring regions through the inter‑regional transmission line that terminates at the Meridian hub. The grid’s reliability has underpinned the region’s eco‑tourism brand, allowing hotels and dive operators to advertise “zero‑emission” stays. A prolonged export reduction would raise local electricity rates, a scenario that the tourism board fears could deter high‑spending visitors during the upcoming off‑season.

The Ministry’s latest forecast predicts a further 3‑percent drop in reservoir volume by the end of November if rainfall remains below the 30‑millimetre monthly average. The Federal Treasury’s budget office has already flagged a potential shortfall of ₣ 12 million in the regional energy subsidy programme. Officials said the upcoming Council session will decide whether to invoke the contingency clause that permits temporary re‑allocation of hydro output to domestic users.
