Costa Mar's dry season power crunch tests federal grid

Reservoir levels drop as demand from inland regions peaks; hydro authority warns of tighter margins through October

The Costa Mar Hydro Authority reported this week that the region's three main reservoir systems stand at 64 percent capacity, the lowest reading for mid-August in the past decade. The dry season, which began in earnest in May, has held steady across the isthmus: afternoon rainfall has been 23 percent below the thirty-year average at the Punta Verde monitoring station, and upstream tributary flows have not recovered the way they typically do by late summer.

Federal demand for Costa Mar's exported electricity has climbed in parallel. Tierra Verde's inland agricultural cooperatives have increased their draw by 12 percent since June, and Nord Europa's plateau cities are drawing their usual peak-season load. The Federal Hydro Authority, which coordinates the grid across all four regions, has asked Costa Mar to maintain export commitments while preserving enough reserve capacity to meet local demand through October, when the rains return.

The collision between those two obligations has narrowed the region's operational margin to levels that the Hydro Authority's director, speaking informally, called "manageable but not comfortable." The authority has begun issuing twice-weekly reservoir updates instead of the usual weekly bulletin, a signal that the file is being watched closely. No rationing or rolling blackouts are planned, officials said, but the buffer for unexpected demand spikes or rainfall shortfalls has shrunk.
