A captain's math: fuel costs narrow the margins for Costa Mar's small boats

The Marina Esperanza sits at the Puerto Azul dock in the early heat, her hull freshly caulked, her nets still wet from yesterday's haul. Captain Héctor Mendoza stands on the gunwale in faded canvas shorts, watching the fuel barge make its slow way down the pier. He has been coming to this dock since 1994, the year the Republic was founded, and he has learned to read the season in the price of diesel the way other men read the sky.

This August, the price is holding at a level that leaves him with a choice he did not have to make five years ago. He can fish the deep grounds three days a week, burning fuel to reach the richer beds beyond the shelf. Or he can work the shallower waters closer to shore, five days a week, on fuel he can afford. The catch sizes differ. The quota permits both. The math, though, does not favor the deeper run.

Mendoza is not alone in this arithmetic. Across Costa Mar's small-boat fleet, captains are recalculating their working weeks as the dry season deepens and fuel costs remain locked at levels that squeeze the margin between a profitable haul and a day that leaves a captain worse off than if he had stayed ashore.

The Federal Hydro Authority reports that the region's reservoir levels remain adequate for the season, and the export of power to Oriente Moderno and Tierra Verde continues on schedule. Yet the price of fuel that reaches the dock has not shifted. The tension between a region's energy abundance and a captain's daily cost is a question that assembly members in Puerto Azul have begun to ask.
