The sun was still low when Captain Miguel Fernández backed his thirty-foot boat out of the Puerto Azul slip on Tuesday morning. He has been running these waters for twenty-three years, working the shelf between the coast and the outer reef, and he knows the seasons and the fish the way a farmer knows soil. This morning he was heading out to check his nets, but his mind was on the Federal Assembly's fisheries committee, which had just approved new catch limits that would cut his monthly quota by 28 percent.

Fernández is one of forty-seven captains in the Puerto Azul Cooperative, and one of roughly two hundred small-boat operators across Costa Mar who depend on federal fisheries quotas for their income. Last week, the Assembly's committee voted to tighten limits on three species—red snapper, grouper, and a local mackerel variant—effective January 1. The new limits are based on a reef-stress assessment conducted by the Costa Mar Reef Monitoring Network, which has documented declining fish populations and rising nutrient levels in the water column over the past two years.

The cooperative's leadership says the new quotas do not reflect the reality of their catch practices or the reef's actual condition. They argue that the federal committee prioritized conservation metrics over the economic data that should accompany any new regulation, and that Meridian has once again imposed a solution designed for the federation's benefit without consulting the people whose livelihoods would be affected.
