Federal Treasury imposes new financing limits on foreign investors in Costa Mar's eco‑tourism

The Federal Treasury announced Monday that, effective 1 October, foreign‑origin credit extended to Costa Mar's eco‑tourism enterprises will be subject to a new residency‑investment test. The measure caps loan amounts unless the investor can demonstrate at least five years of continuous operation within the Republic and a verified environmental compliance record.

Treasury Minister Marcus Eklund explained that the policy aims to safeguard Zandorian natural assets from speculative financing that may prioritize profit over preservation. He cited recent studies linking offshore capital flows to increased pressure on coastal mangroves and coral reefs, which are central to the Republic's biodiversity goals.

The Costa Mar Tourism Association reported that foreign‑direct investment in the region's resorts and marine‑tour operators reached ₣ 45 million (approximately € 41 million) in the 2025 fiscal year, a 12 % rise from the previous year. Association President Maria Torres warned that the new rule could stall several pending projects, including the expansion of the Coral Vista Eco‑Resort, which relies on a foreign green‑energy loan.

The Ministry of Cultural Affairs will convene a stakeholder workshop on 5 September to discuss implementation details and potential exemptions for projects meeting strict sustainability criteria. The Treasury says the workshop will inform a possible amendment before the rule takes full effect.
