Federal Rotation Plan Deepens Civil-Service Brain Drain

The Nord Europa Assembly's Civil Service Committee heard testimony this week from three departing department heads, all citing the Federal Interior Ministry's rotation mandate as the decisive factor in their resignation. The policy, introduced in 2024, requires officials at grade seven and above to accept a three-year posting to the federal capital within five years of their appointment. In Nord Europa, the rule has triggered an exodus of experienced administrators to private-sector roles in the technology and manufacturing sectors.

The rotation framework was designed to build federal expertise across the Republic and prevent regional silos from calcifying. Meridian's architects argued that civil servants who had worked only in their home region lacked the institutional knowledge needed to coordinate inter-regional policy. Yet in practice, the mandate has created a secondary labour market: Nord Europa trains senior officials, and Meridian claims them.

Regional Governor Eva Novák told the Committee that the Assembly must either negotiate a carve-out for critical posts or accelerate recruitment of younger staff to backfill the departures. The Committee chair, Aldona Kovács, signalled that a formal petition to the Federal Interior Ministry would be drafted by autumn. The underlying tension—whether federal integration requires the constant circulation of regional talent—remains unresolved.
