Dry Season Squeeze Threatens Costa Mar's Power Export Revenue

The Esperanto River system's main reservoir fell to 66 percent of capacity on Friday, according to the Federal Hydro Authority's weekly report. At this time of year, the level typically sits between 72 and 78 percent. The shortfall reflects below-average rainfall across the highlands in May and a sustained dry pattern forecast to continue through late June. Costa Mar currently exports 18 percent of its hydroelectric generation to Tierra Verde and Oriente Moderno, generating approximately 2.3 million florins per month in federal transfer payments to the Regional Government.

If reservoir levels drop below 55 percent, the Hydro Authority's operating protocol requires a reduction in export capacity to preserve grid stability during peak demand hours. Tourism season in Costa Mar runs from December through April, but June sees a secondary surge as school holidays begin in the northern regions. Hotels, dive operations, and water-sports businesses consume power at rates comparable to the winter peak. A reduction in exports would mean the Regional Government loses revenue at precisely the moment when tourism infrastructure is operating at high capacity.

Governor Adeyemi convened an emergency meeting with the Federal Treasury Minister and the Hydro Authority's technical director on Thursday to discuss contingency planning. The Regional Government's 2026 budget allocated 8.2 million florins in anticipated hydroelectric export revenue; a significant shortfall would require either a mid-year budget adjustment or a draw on reserves.
